CITY OF CHAPPELL
PROPOSITION NO. 1
Shall the City of Chappell, Nebraska, continue a sale and use tax currently imposed, by imposing a sales and use tax in the amount of one-half of one percent (1/2%) upon the same transactions within the City of Chappell on which the State of Nebraska is authorized to impose a tax, subject to the following terms and conditions:
- Termination of Tax. The City sales and use tax referred to in Proposition No. 1 shall automatically terminate at the end of ten (10) years from the date on which, by operation of state law, the tax becomes effective, unless the tax is extended by a vote of the electorate prior to the end of such period.
- Economic Development. 100% of the net revenue received by the City of Chappell from this sales and use tax shall be used to fund the Chappell Economic Development Program as provided for in the Plan set out in Proposition No. 2?

PROPOSITION NO. 2
Shall the City of Chappell, Nebraska continue an Economic Development Program currently in place, for an additional period of ten years from April 1, 2028, to March 31, 2039, in order to utilize the revenue of an estimated $112,000 per year for the term of the term of the tax to be appropriated from the sales and use tax set forth in Proposition No. 1?

The Economic Development Program currently in place is summarized as follows:
General Description of the Program: The goal of the Chappell Economic Development Program is to provide jobs, above minimum wage, to the citizens of Chappell. The funds from the Program will be used to encourage and assist existing local and new qualifying businesses in the creation and retention of jobs. The success of the Program will be measured by the number of jobs created and retained as well as income improvement for the length of the Program. Eligible activities under the Program include, but are no limited to: expenses to retain and/or expand a local qualifying business; direct loans or grants to qualifying businesses for fixed assets or working capital or both; grants for public works improvements which are essential to the location or expansion of, or the provision of new services by, a qualifying business; grants or loans for job training; the purchase of real estate, options for such purchases, and the renewal or extension of such options; the authority to issue bonds pursuant to the Act; contracting with an outside entity to implement the Program; the provision of technical assistance to businesses, and the expenses for the conduct of business recruitment activities. The Program shall not be used to build City-owned buildings.
VILLAGE OF BIG SPRINGS
Proposition A
“Shall the Village of Big Springs, Nebraska, be authorized to impose a sales and use tax of one percent (1. 00%) upon the same transactions within the Village of Big Springs on which the State of Nebraska is authorized to impose a sales and use tax, to be imposed in perpetuity and applied to the Village’ s Economic Development Program or other purposes as provided by ordinance of the Village Board of Trustees?” C) FOR imposing said one percent (1. 00%) sales and use tax, subject to such terms and conditions C) AGAINST imposing said one percent (1. 00%) sales and use tax. Proposition B:
ECONOMIC DEVELOPMENT PROGRAM
“Shall the Village of Big Springs, Nebraska, establish an Economic Development
Program as described below by appropriating annually from local sources of revenue
not more than the revenue received from the Village’s one percent sales and use tax in
Proposition A above for a period of 15 years ending upon expiration of such one percent
sales and use tax?

Terms, Conditions and Goals
The Village Board of Trustees of the Village of Big Springs, Nebraska, propose to
provide for an Economic Development Program in the Village after January 1, 2027.
Terms, conditions and goals of the proposed Economic Development Program include
the following:
a. Length of time the program will be in existence. The length of time the Economic
Development Program will be in existence is beginning on January 1, 2027, and ending
upon termination of the one percent (1.0%) sales and use tax in Proposition A above.
b. The years that funds from local sources of revenue are to be collected. Collection of
the funds from local sources of revenue for the Economic Development Program shall
be established each year in the municipal budget for a period beginning January l,
2027, and continuing while the program is in existence.
c. Sources from which funds are to be collected. The sources from which funds are to
be collected will be a combination of funds from various local sources of revenue.
limited to funds derived from the Village’s one percent (1 .0%) local option sales and
use tax or any other general tax levied by the Village or generated from municipally
owned utilities or grants, donations, or state and federal funds received by the Village,
subject to any restrictions of the granter, donor, or state or federal law; provided,
however, property tax shall not be a source of funds or collected, appropriated or used
for purposes of this 15-year term of the Economic Development Program.
d. Total amount to be collected for the program from local sources of revenue. The total
amount to be collected from local sources of revenue for the Economic Development
Program will not exceed an amount equal to the funds derived from the Village’s one
percent (1 .00%) local option sales and use tax. The Village of Big Springs Board of
Trustees will determine the portion of total collections of local sources of revenue that
actually will be allocated for the Economic Development Program each fiscal year as
part of the Village’s budgeting process.
e. Proposal to issue bonds to provide funds to cany out the Economic Development
Program. The Village of Big Springs proposes to have authority to issue bonds pursuant
to the Local Option Municipal Economic Development Act to provide funds to carry
out the Economic Development Program.
f. Additional funds to be sought from other non-village sources. Additional funds from
other non-village sources will be sought beyond those derived from local sources of
revenue.
g. Goals of the Economic Development Program. Goals of the Economic Development
Program are to create jobs and generate employment opportunities, retain existing jobs,
expand the labor markets of Big Springs and Deuel County, attract new capital
investment to the community, broaden the tax base, assist existing businesses to be
more competitive and profitable, support the construction and rehabilitation of housing
for persons of low or moderate income and of workforce housing, support early
childhood care and education and other infrastructure needed to attract and retain a
workforce, develop tourism opportunities, and provide economic diversification to
ensure economic stability and vitality for the community of Big Springs, Nebraska and
the surrounding area.
h. Economic Development Program Dependent on Renewal of Sales Tax.
Implementation of the Economic Development Program is dependent upon the voter
approval of the Village’s existing one percent (1.00%) local option sales and use tax in
the Village’s Proposition A on this ballot, and that if a majority of those voting on
Proposition A vote against the renewal of such sales and use tax, the Mayor and Village
Council shall not implement the Economic Development Program.’·
The Secretary of State’s office will publish the true title and text of any proposed Amendments, Initiatives or Referendums once a week for three consecutive weeks before the General Election.
